PRALARG INTERNATIONAL CONDEMNS ALLEGED EXTRAJUDICIAL KILLING OF HANDCUFFED SUSPECT IN DELTA STATE

Pralarg International (Prisons Rehabilitation and Law Abiding Organization International), a New Jersey–based, non-governmental, non-religious, and non-political human rights advocacy organization, strongly condemns the shocking and unlawful killing of a handcuffed suspect by an Assistant Superintendent of Police (ASP) in Delta State.

The disturbing reports indicating that the officer was expressly directed to arrest and bring the suspect into custody for questioning—yet proceeded to fatally shoot the individual while he was restrained—represent a grave violation of the rule of law, police ethics, and fundamental human rights.

A suspect in handcuffs poses no immediate threat that justifies the use of lethal force. The alleged act, if confirmed, amounts to an extrajudicial execution—an unacceptable abuse of authority that undermines public trust in law enforcement institutions. No individual, regardless of the allegations against them, should be denied their constitutional right to life and a fair hearing.

Under the Constitution of the Federal Republic of Nigeria and the Administration of Criminal Justice Act (ACJA), every suspect is presumed innocent until proven guilty by a competent court of law. Law enforcement officers are duty-bound to protect lives, not to dispense unlawful punishment.

Pralarg International is deeply concerned that such incidents continue to occur despite ongoing calls for police reform. The implications are far-reaching: they erode public confidence, embolden misconduct, and weaken the justice system.

We therefore call for:

  • An immediate, independent, and transparent investigation into the incident
  • The identification and prosecution of all officers found culpable
  • The suspension of the officer involved pending the outcome of investigations
  • Adequate compensation and justice for the victim’s family
  • Urgent reinforcement of human rights training and accountability mechanisms within the Nigeria Police Force

We also urge the leadership of the Nigeria Police Force to demonstrate zero tolerance for abuse of power and to ensure that justice is not only done but seen to be done.

This incident must not be swept under the carpet. It must serve as a turning point in the fight against police brutality and impunity in Nigeria.
